The Ninth Circuit is the federal appeals court for 15 judicial districts in the western United States.

Most appeals are heard by a three-judge panel.

In some cases, the court may rehear a case en banc—with 11 judges instead of three, led by the Chief Judge.

Mission
The Ninth Circuit Court of Appeals works to decide cases fairly and on time by applying the U.S. Constitution and federal laws in a consistent and clear way.

The Clerk’s Office files and maintains all documents submitted to the court. It also handles all administrative duties related to processing cases.
The main office is in San Francisco. Other offices are located in Pasadena, Portland and Seattle.

History
In 1891, Congress created the current federal court system. It split the country into nine circuits with populations of roughly equal number.
A new Circuit Court of Appeals with three judges was created in each circuit. This relieved the Supreme Court of the burden of dealing with all of the United States’s appeals. It also clarified the duties of each court.
